Governors come out swinging over Medicaid

The Supreme Court decision allowing U.S. states to opt out of expanding Medicaid, the health insurance program for the poor, is pitting governor against governor, with Democrats accusing Republicans of being more concerned with election-year politics than solving healthcare problems.

The issue that dominated the annual National Governors Association meeting this weekend in the historic Virginia town of Williamsburg was the court's ruling that Congress cannot penalize states who refuse to enroll a wider group of people in Medicaid, which is operated by states with federal reimbursements.

The Affordable Care Act, which would expand coverage to families with incomes of up to about $30,000, had directed Congress to withhold Medicaid funds from a state that did not expand the expensive program, which already can take up to a third of state spending.

In the two weeks since the court's decision, five Republican governors have opted out of expanding their states' programs and at least four more are leaning toward the same. Many more are undecided. These governors say they were caught by surprise after expecting the court to either strike down or uphold the entire law that they derisively call "Obamacare."

"We're going to make a very careful review of it and do what I think is best for the people of Pennsylvania," Gov. Tom Corbett, a Republican who came into office during the party's strong showing in the 2010 elections, told Reuters on the sidelines of the conference. "The Supreme Court decision changed the dynamic."

He bristled at the notion, offered by Democrats, that he was only half-heartedly considering the option to appease political supporters, saying he would not "comment on other governors criticizing the governors who are taking their time to review this."

Democrats say the extra federal money attached to the expansion will prove too good for most governors to pass up, especially as Medicaid and other healthcare costs continue to soar. Under the healthcare law, states will be reimbursed 100 percent for anyone who enrolls during the expansion. That rate will eventually taper off, but only to 90 percent.

Vermont Gov. Peter Shumlin, a Democrat, said Republicans will criticize the Medicaid directive but then accept the additional money.

"My guess is that they will beat up the president for passing a great bill until he's re-elected and then join up and take the money because they know it's the best thing for their states," he told Reuters.

Some states already grant benefits to more people than the federal Medicaid program covers and consider the Affordable Care Act a reprieve from costs they have shouldered alone.

"The Republicans don't really mean what they're saying. If in fact this law is enacted as of 2014, I urge every Republican governor who says they won't take the money after the election to resign if they end up taking the money," Connecticut Gov. Dannel Malloy, a Democrat, said. "It's far beyond posturing. They're trying to impact a presidential election by telling untruths."

For Republicans, though, the presidential election affects their decisions on the expansion. Gov. Mary Fallin of Oklahoma told reporters she would decide on the option before the election but noted the presumptive Republican presidential nominee, Mitt Romney, has said he would repeal the law.

Her fellow Republican, Virginia Gov. Bob McDonnell, a rising star in the party, would not commit to a timeframe for expanding Medicaid or for deciding on creating a state-run exchange for private insurance. His state was the first of 26 to sue the federal government over the law.

"The presidential race does impact the healthcare decision, because I don't want to spend any taxpayer money ? either federal taxpayers or state taxpayers' ? in building an exchange or expanding a program that may look dramatically different in six months," McDonnell said at a news conferences.

Delaware Gov. Jack Markell, set to head the governors' group, embraces the expansion as the most prudent spending choice. If more people have insurance, fewer uninsured people will turn to expensive emergency rooms to treat minor issues and pass the bill onto taxpayers, the Democrat said.

"We have to understand there is a really significant cost of doing nothing and it's the cost of uncompensated care," he said in an interview.

While the governors meeting is intended as a bipartisan exchange of ideas, Markell said that the weekend's interactions would have little influence on his decision.

"Gov. McDonnell and I have fundamentally different approaches to the expansion, and my guess is at the end of the day, he and I are... going to stay where we are," he told a news conference.

Betaworks Acquires Digg For A Reported $500K

digg_logoBetaworks, the company behind bit.ly, news.me, Chartbeat and a number of other successful products, has acquired the social news site Digg.com for an undisclosed amount (rumor has it that the price was just $500k). Betaworks' founder John Borthwick will become the new CEO of Digg. The site's current CEO Matt Williams will join Andreessen Horowitz as Entrepreneur in Residence after the Betaworks transition is complete. Digg's founder Kevin Rose joined Google a few months ago after the search engine acquired his latest startup Milk.

Nash goes to Lakers in sign-and-trade deal

PHOENIX (AP) ? Steve Nash is going to the Los Angeles Lakers, a Pacific Division rival the two-time MVP point guard tried so hard to beat, with little success, in his eight seasons with the Phoenix Suns.

At Nash's request, the Lakers and Suns reached a sign-and-trade deal, with Los Angeles using the trade exception it got when it sent Lamar Odom to Dallas to facilitate the transaction.

The 38-year-old Nash, who spent the past eight seasons with the Suns, was a free agent but a sign-and-trade agreement was necessary for the Lakers to afford him. He agreed to a three-year, $27 million contract. In return, the Suns get four draft picks ? first rounders in 2013 and 2015 and second rounders in 2013 and 2014.

Nash's agent Bill Duffy said the deal was finalized Wednesday about 6 p.m., PDT.

In a statement released by the agent, Nash said that after he and the Suns agreed to part ways, he re-approached them to ask to pursue a sign-and-trade deal with Los Angeles "because it is very important to me to stay near my children and family," who live in Phoenix.

"They were very apprehensive and didn't want to do it," Nash said. "Fortunately for me, they reconsidered. They saw that they were able to get assets for their team that will make them better, assets they would not have otherwise had and it made sense for them to do a deal that helps their team get better."

There had been sign-and-trade talks with New York and a lucrative free agent offer from Toronto.

The deal will put Nash on the floor with the team he tried so hard to unseat as a Western Conference power, teaming him with Kobe Bryant, Andrew Bynum and at least for now, Pau Gasol.

The Suns at least get something in the loss of their longtime leader and one of the city's most popular athletes, although no one to help immediately, unless some or all of the picks are used in future trades.

Nash's Phoenix teammate Jared Dudley tweeted that Nash "has not only been the best but the most unselfish player I ever played with. I only wish him the best. He deserves everything. Steve Nash has made many players millions. Only fitting to trade to a team that has a chance to win the ship and pay what he deserves."

Nash has never made it to the NBA Finals. He was last in the Western Conference finals against the Lakers in 2010, when the Suns lost in six games and Los Angeles went on to win the NBA title.

The sign-and-trade agreement first was reported by sports personality John Gambadoro of KTAR radio.

The Suns drafted Nash in 1998 but traded him to Dallas after two seasons because Phoenix already had Kevin Johnson and Jason Kidd at the position. Nash played six seasons for Dallas but bolted when owner Mark Cuban declined to spend big money to keep him. Then-Suns owner Jerry Colangelo brought a plane load of team players and officials to Dallas to woo Nash.

Nash thrived in Mike D'Antoni's run-and-gun system, earning MVP honors in 2005, when he averaged 15.5 points and 11.5 assists, and again in 2007, when he averaged a career-high 18.8 points and 10.5 assists. Nash averaged fewer than 10 assists only once, 9.7 in 2008-09, and topped 11 per game five times in his eight years with Phoenix.

Despite his age and the fact his team failed to make the playoffs for the second year in a row, Nash was second in the NBA in assists last season at 10.7 and averaged 12.7 points. His 53 percent shooting rate was a career high.

He is one of the most accurate free throw shooters in NBA history at 90.4 percent. His 9,916 assists rank him fifth in NBA history behind, in order, John Stockton, Kidd, Mark Jackson and Magic Johnson.

The Suns resisted trading Nash during his final season and insisted they were interested in bringing him back, but they never seriously were in the discussion. Toronto and New York dominated the talk until the Lakers came on with a flash on Tuesday.

Nash's arrival should rejuvenate the Lakers, who lost in the second round for the second straight postseason after their back-to-back championships in 2009 and 2010. The Lakers struggled to move from departed coach Phil Jackson's triangle offense to new coach Mike Brown's system during the lockout-shortened season, with four-time All-Star forward Gasol particularly failing to fit in while getting pushed to the third option on offense most nights.

Nash's peerless playmaking abilities and veteran presence could smooth over those problems, particularly after a full training camp to define the Lakers' roles in Brown's offense.

Los Angeles hasn't had an elite point guard alongside Bryant for several seasons, failing to address Derek Fisher's gradual decline while the rest of the West got better. The Lakers got sub-par play last season from the 37-year-old Fisher, who was traded to Houston at the deadline.

The five-time NBA champion was replaced in the starting lineup by journeyman Ramon Sessions, who provided speed and scoring but struggled badly in his first career playoff run, nearly disappearing from the Lakers' lineup. Sessions' decision last month to decline his player option for next season means his career with the Lakers is finished unless he's interested in returning as a backup, an unlikely prospect.

The draft picks probably don't mean too much to the Lakers, who have traded away their first-round picks the past three seasons. They haven't drafted a regular starter since 2005.
