(AP) ? Decisions are still pending on a possible appeal of Sean Payton's suspension or an interim coach should his season-long punishment be upheld, a person familiar with the situation said.

The person says Payton, general manager Mickey Loomis and their staffs were in meetings at the team's suburban headquarters Thursday and focused primarily on preparations for next month's NFL draft. The person spoke to The Associated Press Thursday on condition of anonymity because the Saints have not announced their plans.

Payton's suspension in connection with the Saints' bounty scandal is slated to begin on Sunday, and NFL Commissioner Roger Goodell has said he has until Monday to appeal.

Payton has sought advice on the matter from his friend and retired coach Bill Parcells, who has told several media outlets he'd consider taking the Saints' interim coaching job if Payton, his prot?g?, asked him to take over.

"I had plenty of opportunities to do things with different teams, and I've turned them all down," Parcells, who turns 71 in August, told the New York Daily News. "But this one is special. This guy is like family to me. And if I could help him, I would."

Payton began working with Parcells in 2003, when he was hired as an offensive assistant with the Dallas Cowboys. The two have been close ever since and Payton, throughout his six seasons as New Orleans' head coach, has continued consulting his mentor on numerous matters, including how to handle preparations for the 2010 Super Bowl.

However, the Saints must clear up several matters before they can choose an interim coach. They must not only decide whether to appeal, but would have to see if an appeal resulted in a reduced punishment.

If Payton's punishment is upheld, the Saints could then proceed with finding an interim coach either from their own staff or outside the organization. If the Saints choose the latter approach and Parcells becomes a top candidate, the club would still have to interview a minority candidate under the NFL's "Rooney Rule."

There are also three strong candidates among Saints assistants to take over as interim coach: offensive coordinator Pete Carmichael, defensive coordinator Steve Spagnuolo and offensive line coach Aaron Kromer. Payton expressed confidence in the abilities of his own assistants to compensate for his absence, but also has voiced some misgivings about saddling those coaches with additional responsibilities.

"We feel like we've got a number of good candidates" on the staff, Payton said earlier this week at NFL meetings in Florida. "The trick then is what it does to affect their roles that they currently have."

'American Idol' A 'Constant Struggle' For Erika Van Pelt

"American Idol" fans might still be scratching their heads as to why Erika Van Pelt was sent home on last week's episode. With a brand-new makeover, the singer took on Billy Joel's "New York State of Mind" and received mostly positive feedback from the judges, so when she was eliminated, it not only shocked fans, but Van Pelt as well.

"I've been in the bottom [for] four consecutive weeks. I wasn't surprised at that. Getting eliminated, I felt a little robbed, I can't lie," she told MTV News on Monday (March 26). "Everything happens for a reason."

Looking back at her time on "Idol," Van Pelt said she felt "confused" by the judges' remarks, especially for her latest performance, and feels that their changing critiques may have swayed voters.

"I think a lot of your fate rides on what sort of light [the judges] shed on you," Van Pelt said. "For me, I was doing 'New York State of Mind,' which is a ballad, and every time Billy Joel has ever performed it, he's been sitting behind a piano, he's not dancing around, and [Jennifer Lopez] made some comments about me on planting my feet and getting my body into it more. I just wasn't feeling it. I don't feel like I need to jump around to sing. There are a few other contestants on the show that do nothing but stand there and sing, and they don't say anything to them. [At] the very least, they get standing O's, and they like that. I just felt it was a constant struggle for me."

Yet Van Pelt doesn't feel like she was the only contestant receiving contradicting feedback week after week. "There are a lot of really great performers," Van Pelt said. "Even my personal favorites have gotten some really sort of questionable feedback. I thought their performances were great, and they'd get slammed by the judges. It's a weird thing. I feel like you never really know."

This summer, Van Pelt will join the other top 10 contestants on tour, where she said she will finally be able to show fans who she really is.

"I felt like I was kind of kept in a box a little bit," Van Pelt said of her time on "Idol." "It's just reality, just the structure of the show didn't allow me to show who I really am as an artist. I have a lot of facets, and I've felt like they may have pegged me as this one thing and pushed me in that one direction, but I got a lot going on."

When Jets owner Woody Johnson claimed that his team ?passed on? Peyton Manning, it was an attempt to portray the franchise as completely committed to Mark Sanchez, even though it was actually Manning who passed on the Jets. So now that the Jets have re-committed to Sanchez but also traded for Tim Tebow, it?s not surprising that Johnson is doing his best to portray the Tebow trade as a move that merely enhances the roster around Sanchez.

Johnson backed Sanchez when asked about whether he?s good enough at handling pressure, although in the process he also offered a criticism.

?Pressure is something that Mark has no problem with,? Johnson said, via the New York Daily News. ?Neither does Tim Tebow from what I gather. I don?t know him very well. Mark is very, very good. We?ve all seen him in the fourth quarter. Wish he would get better in the first quarter perhaps.?

Johnson said the purpose of adding Tebow is simple: He can add to what the Jets do on offense.

?I think Tim Tebow will be a good addition to the team,? Johnson said. ?From a football standpoint, he adds flexibility, versatility, he?s a great athlete, he?s a big athlete. He can do a lot of things besides being quarterback, besides being the backup quarterback. I think all those things are going to make us a better and stronger team going forward. I?m excited to have him on board.?

Tebow, of course, does a lot more than just add flexibility to the offense. He also adds a whole lot of attention to the franchise. But Johnson denied that the Tebow acquisition was about selling tickets, jerseys or personal seat licenses, and he denied that the Jets are trying to take some of the attention in New York away from the Giants.

?My highest compliment to the Giants. They pulled it off. I?m proud to share a building with them,? Johnson said. ?They did what we wanted to do too and that is peak at the right time. They were horrible at the beginning of the year, but then they put pedal to the metal at the end, extremely successful, no flaws. . . . This is what we are all searching for.?

And if the Jets are going to follow the Giants in winning the Super Bowl, according to Johnson, they?re going to do it with Sanchez as the starter and Tebow adding some flexibility to their offense.

The Water Replenishment District of Southern California (WRD) has received notification by the Government Finance Officers Association of the United States and Canada (GFOA) that it was awarded GFOA?s Distinguished Budget Presentation Award for its fiscal year 2011-12 budget.

This award is the highest recognition in governmental budgeting from the GFOA and represents a significant new award for WRD.

In order to receive this prestigious budget award, WRD satisfied nationally recognized guidelines for effective budget presentation. These stringent guidelines are designed to assess how well an organization?s budget serves as:

An operations guide

A communications device

Budget documents must be rated ?proficient? in all four categories, and the 14 mandatory criteria within those categories, to receive the award.

Since 2005, WRD?s Finance Department has garnered more than 17 national and state awards for its exceptional finance and budgetary practices.

In an effort to increase the District?s financial transparency and public accountability, the WRD Board of Directors approved the establishment of the District?s Audit & Budget Advisory Committee (ABAC). As a direct result of this Board action, WRD has further increased its financial accountability and transparency with the public, as well as having its efforts recognized by the highly regarded GFOA.
